The union insists that the academy must be administered by civilians, considering the civilian character of the police, according to the Salvadoran Constitution.
Pablo De Jesús Escobar Baños has been the general director of the National Academy of Public Security (ANSP) since June 2019 and his term ends next year. Since he took office, workers have complained that he does not meet the requirements for the position and various decisions he has made to date.
According to article 6 of the Organic Law of the ANSP, the director of the institution must have a university degree, morality and notorious competence. According to the Transparency Portal and the ANSP website, Escobar Baños has no verifiable academic preparation. Trade unionists assure that President Bukele violated the requirements for said position by appointing the current director and despite having repeatedly denounced him, they ignore their requests to remove him.
Another complaint made by the Union is the increase in additional remuneration that Baños approved when it reformed the Agreement for the Provision of Personnel Service between the National Civil Police (PNC) and the ANSP, for the period 2020-2024. In addition to the salary, these positions receive their salary and other bonuses, making a monthly expense of $ 50,825, being a year just over half a million dollars just in the head office payroll.

Pablo De Jesús Escobar Baños es director general de la Academia Nacional de Seguridad Pública (ANSP) desde junio de 2019 y termina su periodo el próximo año. Desde que asumió el cargo, trabajadores se han quejado de que no reúne los requisitos para el cargo y de varias decisiones que ha tomado hasta hoy.
Según el artículo 6 de la Ley Orgánica de la ANSP, el director de la institución debe tener título universitario, moralidad y competencia notoria. De acuerdo al Portal de Transparencia y la página web de la ANSP, Escobar Baños no tiene preparación académica comprobable. Sindicalistas aseguran que el presidente Bukele, violentó los requisitos para dicho cargo al nombrar al actual director y a pesar que lo han denunciado reiteradas veces, hacen caso omiso a sus peticiones de removerlo.
Otra de las quejas que realiza el Sindicato es el aumento de retribuciones adicionales que Baños aprobó cuando reformó el Convenio de Prestación de Servicio de Personal entre la Policía Nacional Civil (PNC) y la ANSP, para el periodo 2020-2024. Además de la retribución, estos cargos reciben su salario y otros bonos, haciendo un egreso mensual de $50, 825, siendo al año poco más de medio millón de dólares solo en planilla de jefaturas.
